Actually in the real life and in the business world, there is no such things as practice period. When the company employs you, especially knowing that you are fresh graduate, the company already taking into account the cost in training such green employee, and the cost (I mean the full pay) is well absorbed in the company's expenses. All companies run in this way, and I believe no matter how experienced an employee is, he/she still has to be trained and adapt to the new environment, the vision and mission of the new company, the working style of his/her supervisors and the company, etc. All these take time, which has all been calculated by the company well ahead in the past and also been so in anywhere else in the world! This is one portion of the running cost of a company.
However, now the Government is trying to twist the whole picture, pretending to name the scheme as a "practice chance" for those fresh graduates. I believe now in HK, not to mention overseas especially USA, university students have got their chance of practice well advance in their junior or senior year, i.e. the 3rd and 4th school year; some may even have their practice in summer times as early as freshman and sophomore (1st and 2nd school year). Paying students at a reduced rate during those period is fine. Paying them at a reduced rate after graduate, I do believe this is the case of ICAC's investigation because the Govt could not be rid of suspicion of cooperating with the business sector in forcing/turning the wage down to the level highly recommended and could be accepted by the business sector during the financial turmoil. With the Govt's track records and always claiming that HK possesses such a free environment for business operation and development, I really doubt the rationale and the hidden agenda of the Govt! We will see who is correct after awhile. Let history to judge who is ugly and evil in heart.
